What is a HAAG Trained Roof Inspector?

This is an individual who has gone through the training, learning the ins and outs of hail damage, a roof inspection for hail damage, and a calculation method to determine roof repair or roof replacement. 

According to HAAG Engineering, roof hail damage is determined by two factors:

  • Did the hail affect the long-term service life of the roofing product? 
  • Did the hail affect the water-shedding capabilities of the roofing product?

There are many guidelines to follow when working on a roof, or even climbing up on to a roof, and we are here to discuss those safety procedures and guidelines in this blog. Don’t wait for an accident to happen!

How Do You Work on a Roof Safely?

Whether you’re a homeowner, or a contractor, safety when roofing should always be enforced before even climbing onto the roof! Before any work takes place, make sure that you have an organized work site. Before any construction takes place, make it a point to block the area off from bystanders, children and/or pets. Take notice of your surroundings and any potential danger. This includes taking a look at other construction sites nearby, power lines, roadwork or traffic. If you are unable to avoid power lines, reach out to the local utility company for assistance. Do not work on a roof during bad weather. On every job site, be sure that anyone working under an active construction site is equipped with an OSHA compliant hard hat. 

How to Stay Safe on a Ladder

Now that we’ve covered general safety, lets discuss ladder safety. Ladders come in many types, and sizes. It is very important to recognize and understand how the ladder being set up or being used properly operates and the specifications of that specific ladder. Never set your ladder up on an uneven surface and always be sure that it is secure. The ladder base should extend one foot for every four foot of elevation. It is so very important to inspect any ladder before climbing onto it. Be sure to never use a ladder that is defective! Always lock the ladder and remove the key and be sure to label it as damaged to assure that no one else uses it. Read the label that is usually located on the side of the ladder so that you’re aware of weight limits and other important details.  Never use a step ladder as a straight ladder and never step on the top rung of any ladder. Be sure you are always maintaining three points of contact while climbing. This means one hand with two feet, or two hands with one foot. Always tie your ladder off and never reach longer than arms reach when on a ladder. Avoid climbing onto a ladder or roof that is slippery or wet.

Roof Nailing Safety

Let’s talk nailing safety! A nail gun is the most common tool used by roofers. Always be sure the nail gun is functioning properly. No matter what you do, never point a nail gun at another person and only pull the trigger when it is face down to the roof you are working on. Be sure anyone nailing or working near nailing is wearing safety glasses! Safety glasses should be rated ANSI Z87.1-.1989 and ANSI Z87.1-2003 according to OSHA guidelines. Always be sure that when finished using a nail gun that the air supply is disconnected to avoid any incidents or accidents. 

Every jobsite should have at least one competent person. What is a competent person you might ask? OSHA defines a competent person as “one who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous, or dangerous to employees, and who has authorization to take prompt corrective measures to eliminate them.” This would be the person in charge of the site. The person who is designated to make sure all health, safety and install requirements and needs are being met or followed. The competent person should be completing thorough inspections multiple times throughout the job process. They should also be completing the equipment inspections as well as the job inspections.

Fall Protection and Roof Safety Harnesses

Falls are unfortunately a very high percentage of roofer deaths and incidents by Colorado roofers and roofers across the nation. Personal fall protection is to be used by any and every person working on a roof top above six feet high. There are other options rather than a harness, such as a guard rail but different options have different requirements.

The most common fall protection used here by Colorado Springs roofers would be a harness with a lanyard and an anchor secured to the rafter.

Roof anchors should be installed with one of two different types of nails. Be sure when installing an anchor to use 6d penny nails or duplex nails. Stay away from putting nails in a line on the anchors as you could split the rafter and always be sure to put enough nails to secure the anchor properly. Certain harnesses are much different than others so be sure to put on properly used specified instructions for that harness. When applying a harness always be sure that the straps are tight and secure. Straps that are not secure enough can cause serious physical issues and an immense amount of pain. Be sure all harnesses being used are not frayed or destroyed in any way. Inspect the lanyard, be sure the stitching is intact properly and that it is not frayed. Always be sure that the shock pack is intact. If the shock pack is not intact from the manufacturer, that tells us that it has been used or damaged, and is no longer safe. Replace your harness, lanyard, or anchors or any other safety equipment if they have been defected in any way. For additional safety information please refer to OSHA on the web.

A strong demand in the housing market in Denver and Colorado Springs has already reduced the number of available roofers. Now that the largest storm in our history has hit things are going to really be interesting for roofers in Colorado Springs. I’ve been in this industry for decades and this is the most volatile roofing environment that I’ve ever been in. The recent labor price increases in Colorado Springs, Colorado are creating chaos in the roofing industry. I’ve never seen anything like this and I’ve been in the insurance restoration industry for decades. Colorado Springs roofers will have no shortage of work, but it’s not going to occur without headaches and price increase. Many roofing companies in Colorado Springs will do one years worth of work in four months. The larger companies will perform 2-3 years worth of work in 4 months. Integrity Roofing and Painting, LLC is installing up to 12 roofs per day during the aftermath of the largest storm in Colorado Springs history. We’re aware of another contractor roofing Colorado Springs at a rate of 20 homes per day. The headaches are coming and have already occurred and one of the biggest issues is skilled labor. We are fortunate to have incredible teams of skilled roof installers, however we had to increase our prices due to outside pressures. Let me share a little history first.

Around 1998 we had five prices in approximately six months. This was due to oil prices at the time and I thought it was crazy. I’ve worked in the after math of hurricanes and hailstorms and I’ve seen roofing labor prices spike after these storms. As a matter of principle I refused to pay these unnecessary spikes in labor.  This storm is different I had no choice, but to pay all of our roofing crews additional funding to match the offers from competing roofers in Colorado Springs. The industry has changed because of the shortage of construction workers and there is nothing that anyone can do.

I love our free enterprise and that we have few barriers in economics. Don’t get me wrong this is awesome, but chaos can ensue. Out of town roofing companies that are better known as storm chasers are pursuing local installers and are paying up to 35% higher rates than the traditional local market could pay, but that was before the storm. Local roofing companies were shocked when overnight we were forced to pay $500-$1,000 more to roof a home. There are going to be a lot of happy construction workers before years end. Overnight these men received a 35% pay raise. That’s one heck of a pay raise and it occurred only because of supply and demand.

Colorado Springs is in the aftermath of the large hailstorm in our history and I am thankful that roof installers have risen to the occasion. The price increases are part of the equation and everyone has to share in the expense. The insurance companies are aware of the price increases and have adjusted pricing to match present day fair market value. The number one software in the insurance restoration industry is Xactware. Integrity Roofing and Painting, LLC has implemented this software for pricing all roofing projects. We’ve been using this software for almost a decade now. At one time in our journey we hand wrote inspections and created our own pricing system for estimating jobs. Xactimate is a great product when all roofing components are included in the scope than the price is representative of fair market value, with the exception of smaller roofs which require a surcharge for mobilization.

We would like to state that in our humble opinion, some of the following recommendations which should be standard are ones that you should enforce with your Castle Rock roofer. Some of the following guidelines may not be recognized or enforced by Castle Rock, CO codes, however the following items may eliminate a future leak or worse yet, the need to litigate against a Castle Rock roofing company or the building department. It will not be the responsibility of the insurance company to abide by any codes other than local codes. The following items are roofing components and procedures that you may want to spring for:

 

THE FOLLOWING RECOMMENDATIONS MAY EXCEED CASTLE ROCK, COLORADO ROOFING CODES

I highly recommend the following procedures and integral components to be included by your Castle Roof roofing contractor into your roof scope. Without some of the following items your home may fail to shed water or experience issues with ice dams.

  • Some of the local roofing companies in Castle Rock may be satisfied with installing roofing materials on top of old materials. Even if code were to allow this procedure, we recommend that all materials including the roof underlayment to be stripped to the bare wood. I will insert a caveat, if there is a threat for bad weather and the homeowner pushed for a particular install date than it may be wise to leave the existing underlayment to minimize the potential of interior damage in the event of a down pour.
  • One of the reasons why we like to remove the underlayment is to inspect the decking. The original decking may have some water intrusion which resulted in wood rot, deterioration or delimitation of OSB sheathing or CDX plywood. The water soaked or damaged decking must be removed and replaced. There are times that we know in advance by walking on the roof surface that we have to replace decking and at other times we discover issues. Rarely do we find issues on newer homes. Most of the time decking issues are on older homes. Occasionally, a builder defect or architect’s flaw will inevitably result in damage to the decking. Overall, we think it’s a good idea to remove the existing underlayment for a thorough inspection.

  • All roof nails are to be removed or pounded flush prior to installing the underlayment.
  • Water proof underlayment is to be applied in valley transitions. This product is far superior to traditional 90# felt or a double row of felt. Ice and water shield is standard on everyone of our roof valleys.
  • We recommend that the homeowner pay to upgrade for installing ice and water shield on the eaves of the home. This product would be the last line of defense against ice dams. Many code departments overlook this product in code requirements, therefore a roofing company in Castle Rock is not required to install this product in a vulnerable area, such as the roof eave. All of the front range experiences ice dams with as much as 8-12″ inches of ice forming on homes in Castle Rock, Colorado during the winter.
  • Install all new pipe flashings.
  • Install new roof vents for ventilating the attic space. It should be unacceptable to salvage old vents.
  • As a standard practice we no longer install traditional felt. This archaic product is an organic paper saturated in asphalt. It provides very little tear resistance and protection against water. Synthetic underlayment is a free standard upgrade for every Integrity Roofing and Painting roof installation.
  • Rake metal and gutter aprons are highly recommended, however many jurisdictions don’t require this product.
  • All fasteners are to be corrosion resistant.
  • Shingle fasteners are to be installed flush.
  • Every roof should be build with 6-nails per shingle. We go the extra mile and every roof is installed this way. 
  • Windstorm starter is an essential element on both rakes and eaves and Integrity Roofing and Painting includes this product on every roof. The homeowner doesn’t have to pay anything extra for this.
  • Integrity Roofing and Painting, LLC installs dedicated ridge and hip shingles. Local building code may be satisfied with 3-tab shingles.
  • When it comes to installing shingles Integrity Roofing and Painting, LLC will only install laminated shingles. We highly recommend against 3-tab shingles. Ask your local roofer or Denver roofing company to install a laminated shingle.

  • The city of Castle Rock adheres to the 2012 International Residential Code and the 2012 IBC.
  • Permit must be displayed on the front elevation.
  • Castle Rock building department requires all roofing materials to be removed including felt.
  • The required wind speed exposure C is required for all shingle installations. The 2012 IRC list a 100 Mile per hour 3-second gust while requiring a op mph basic wind speed. ASTM D 3161 classified shingles, class F are acceptable for use in all conditions where special fastening is required.
  • Ice and water shield is not required on the eaves with a caveat of, if there is a history of ice dams resulting in water back up than ice and water shield will be required to be installed to within two feet of the inside of the exterior wall.
  • Drip edge is required on the eaves.
  • Drip edge is not required on the rakes.
  • A mid-roof inspection is required and the manufacturer’s shingle packaging will need to be available and presented to the building inspector. The manufacturer’s shingles installation instructions will need to be on the shingle wrapper.
  • The permit holder will not to cancel the inspection if the roof is wet or has snow on it.
  • The roof has to be completely dried in prior to calling for a mid-roof inspection, additionally 5-rows of shingles are to be installed for inspection purposes.
  • The permit holder is required to secure the ladder according to OSHA standards, prior to the inspectors showing.
  • Written permission granting access to the roof must be posted at the front door or someone must be home.
  • Solid sheathing is required for fastening of asphalt shingles.
  • Special instructions for low slope roofs. Asphalt shingles can be installed on a 2:12 or greater slope. between 2-4 pitched roofs double underlayment is required per R905.2.7 of the IRC.
  • Underlayment shall conform to ASTM D 226 Type 1, ASTM D 4869 Type 1, or ASSTM D 6757.
  • ASTM D 1970 standards are required for self adhering mod bit.
  • ASTM D 225 or D 3462 are required for shingles.
  • 15# felt that meets U.L. standards for Castle Rock is an acceptable underlayment.
  • A cricket must be installed on 30″ or greater chimneys.
  • Contact your building department for open soffits.

More details can be given by contacting a building inspector with the city of Littleton. This data summarizes some of the more frequently asked questions from homeowner’s and Denver roofers alike.

Littleton, Colorado Roofing Code

  • All new roof installations require a permit.
  • 2012 IRC Code was placed into effect on January 1, 2014.
  • Please check the city limits map of Littleton before applying for a permit.
  • Repairs that exceed 100 square feet or better none as one square in the roofing industry will require a roof permit.
  • A mid-roof inspection is required. This inspection is unique in that the building department only wants the roof to be covered with underlayment. The roofing company in Littleton, CO will not be allowed to install and shingles or and form of roof covering on the roof prior to the inspection.
  • Contact Little, Colorado inspection department at 303-793-3738 to schedule a roof inspection.
  • The inspection will be scheduled for the next opening on the calendar. This may or may not be the following day depending upon the number of inspections that is on the calendar and any potential inclement weather.
  • Most of the installers in this area are from Denver, therefore each Denver roofing company is required to provide a secured ladder for the roof inspector.
  • A vulnerable area on the roof is the roof edge. Gutter apron and/or drip edge is required for both the rake edge of the roof and the horizontal plane of the roofs edge, better known as the eave or fascia. Further requirements are for the metal edges to extend at least 1/4″‘ below the roof decking material and to extend onto the deck a minimum of two inches.
  • A water proofing underlayment is required for installation along the eaves. This is to minimize any negative impact from the formation of ice dams which are frequent in our community. Furthermore the ice and water shield is required to extend to a vertical plane within the building to a minimum of two feet from the buildings interior.
  • Attic ventilation is required for roof installations in Littleton, CO. Attic spaces that are enclosed, including a cathedral ceiling where a barrier between the living space and decking or better known as a ceiling is directly applied underneath of the ceiling rafter will require ventilation. 1/150 sf is the minimum net free area of ventilation that is required for the attic space.
  • Soil pipe jacks, better known as 3 in 1 boots will need to be replaced due to the neoprene boot degrading as a result of ultraviolet rays from the sun. These should be recycled on a roof, unless the neoprene is in like new condition, which would be rare.
  • All flashing, including vents, attic vents, furnace vents, chimney flashing, fireplace flashing, skylights, wall to roof flashing must be of like new quality. Damaged, kinked, rusted flashing will need replacing.
  • All wall to roof flashing, including head wall flashing, counter flashing, step flashing and 4×5 are required for every roof install. On cases of stucco, stone work, brick and various other materials counter flashing may be omitted if the protruding top edge of the wall flashing is covered by a suitable building material as mentioned. Contact a building inspector for more details.
  • Granulated traditional roofing better known as mineral surfaced will not be allowed on a residential or multi-family dwelling. You may need to consult with a roof inspector for installation of this product may be acceptable on a detached building. Further investigation would be needed before applying this product on an out building.
  • Wood shingles and wood shakes that are of a #1 grade appear to be an acceptable product for roof installation. Before installing this flammable product on a roof I’d highly advise contact your insurance company to determine if the insurance rate premium increase is acceptable. Secondly, double check with the building department to make sure that this is an acceptable product. Many of the roofers in Denver would advise against this product. Integrity Roofing and Painting, LLC would not install a wood shake or shingle on your home for the risk of fire danger is too great from our perspective.
  • Majority of homes in Little will have asphalt shingles installed and the must comply with ASTM D 3462 or ASTM D 225 of ASTM D 3161 of ASTM D 7148 for windspeed resistance. All of the shingle packages will have this information listed or this information will be posted by the shingle manufacturer.
  • In order to install shingles on your home the roof plane must be at least 2/12. For every foot the slope will have to rise a minimum of two inches. Rise and run equate to what is known as a roof pitch.
  • A unique physical dynamic occurs when the roof place is less than a 4:12 pitch and capillary action of water may occur. Water is known to travel uphill on low pitches. Any roof that is between 2:12 – 4:12 will be required to beef of the roofing underlayment prior to installation of shingles. A double row installation of 15# felt installed according to the shingle package is required. Every professional roofing company in Denver and their installers should have practical experience for proper low slope installation of double felt. We highly recommend that you interview the prospective contractors to make sure they have full understanding. You can consult a shingle manufacturers website on low slope installation of felt to create important questions for the roofer.
  • Roof decking is extremely important and the existing substrate must be determined before preceding with a roof replacement. Before installing asphalt shingles it is imperative to verify that the roof deck is made of 4×8 sheets. CDX or OSB sheathing is required. In the unusual case that wood planks were originally installed and they have no gaps and are not curling than you may need to have a pow wow with the building inspector to review whether or not this roof deck is acceptable.
  • Review the high wind requirement of ASTM D 7148 by checking the shingle package or shingle manufacturer’s online site to make sure the product is in compliance with Littleton, Colorado.
  • If any part of the roof is high-slope or a mansard roof than follow the shingle package special installation instructions for high winds. You may find that not all roofing companies in Denver follow this nailing requirement. We recommend that you address the nailing pattern and application of plastic cement requirements of very steep roofs before selecting a contractor. Shingles will slide off the roof or blow off the roof if they are not installed properly.

Roof Expert or Impersonation?

The world is flooded with choices, it can be challenging to operate with discernment. Every company claims to be the best in their field, and chaos prevails with a tremendous diversity of online search directories. As a consumer, perform a simple Google search for “roofing Colorado Springs” and a smorgasbord of online directories populate the screen like the choices at a buffet restaurant. All it takes is for a company to spend money with Angie’s List, BBB, Houzz, Yelp, Judy’s Book, this book and that book and the list goes on and on. These directories endeavor to bolster confidence in a consumer’s buying decision. Behind the scenes and overnight a success story was born, with the help of search directories, some of these companies were only given birth yesterday, being touted to consumer’s via Home Advisor or Angie’s List as a reputable contractor. Hey, we live and have our being in the United States of America, without question the greatest country in the world, and I thank God that capitalism is flourishing. I love capitalism and enterprising ideas and blossoming companies, but let’s face it not every company can be the, “Best of the best.” Here’s the rub for every consumer, how does a consumer determine, “who is a roof expert?”

This is a challenging topic for every consumer, and in the residential roofing industry I’d like to explore that question by evaluating why locating an expert in my industry may be the best choice for you. Before we begin, allow me to peruse the often over flaunted, flagrant and abusive usage of the following title “roof expert.”

 

 

Qualifications for a roof expert?

Allow me to digress for a moment and reach back several decades. It was around 1986 that I worked for Ed Babes, the owner and operator of A-Top Roofing. Without question, Ed was a consummate professional and an expert in the residential roofing industry. In a time when air guns were being used to install staples and nails, Ed stuck to his guns and refused to implement nail guns into his work force. We were required to hand nail every roof shingle and that’s where my knowledge of roof top’s began. It was a day before the world wide propagation of cell phones and internet. We learned the old fashioned way by getting our hands on shingles, into a pouch full of nails and unintentionally spreading tar all over our hands.

Today, I would like to state that an expert is one that is capable of performing the function of roofing and fully understanding all of the roof’s integral components and the integration of such intrinsic pieces. Here are some ideas to gauge whether one may qualify as an expert roofer or roof expert:

 

 

  • Unless one is an expert roofer it would be difficult to be a roof expert. Although, possible I would be more confident with one that has hands on experience of the field in which they presume to be an expert. I would not want an expert heart surgeon that had no experience as a surgeon. By all means, no practical airline would hire an expert pilot that has never flown. Come on, you know what I’m talking about. My aunt used to vote for the President of the United States based upon which candidate was better looking; for real!   • There are manufacturer’s representatives that have only been in the roofing industry for a few years. The title of roof expert is not owned by them.

  • The integration of the entire roof system must be fully understood and an expert is capable of communicating to the home owner and another roofer every aspect of the function of each component of the roof system.

  • An expert roofer is capable of installing every product that is being sold and represented by their roofing company.
  • Every salesman is not a roof expert. i have rarely engaged a roof salesman that had comprehensive roofing knowledge.

I’d love to see Denver take a more proactive stance in enforcing a more integrated roofing system requirement for all roof replacements. With the number of roof replacements due to hail storms Denver roofers begin to compete on price and seem to be lowering standards. The insurance companies seem to be decreasing the number of roof components that are listed on their scope for roof replacements, thus allowing for salvaging components that should not be re-used. It would be advantageous for the Denver building department to adopt new and enforceable roofing codes that prevent the recycling of integral roof components that are vulnerable and critical for the integrated system to shed water.

In addition, the building department request your patience for another day will be needed before a cashier representative with contact you for payment information.

If a homeowner is to pull a permit it may be easier to arrive in person. You may be require to pass a homeowner’s exam before the building department allows you to replace your roof yourself. Never pull a permit for a roofer. All liability including both financial and building will become yours. This is an infraction that could be very costly to a homeowner.   • Insert the roof permit in the large plastic sleeve that was provided by Denver’s Building Department. Post this on the exterior of the front door or on the front elevation of your home.
  • The permit type, job address and permit number are on the permit form.
  • Fill out the contractor name, address and emergency number.
  • For Homeowner permits, complete the following information including your name, address and phone number.
  • The permit must be visible from the street side of your dwelling.
  • Staple or tape the permit application to the back side of the permit. Make sure the permit is visible.

Denver Roofing Guidelines

The following guidelines were adopted on 8-28-15. They are subject to change. Roofing companies in Denver should consult the building department before installing a new or replacing an old roof. This information provided is a guideline and in no way is it being listed as law.

  • Soffit vents and ridge vents are allowed as acceptable ventilation components of a roofing system.

  • Generally, it might be possible to reaching a building inspector between 0730 and 0830 Monday through Friday.

  • It is mandatory to provide a ladder for the building inspectors. This ladder needs to be properly secured. The top rung should extend to three feet past the eave. The ladder should be tied off at the top and secured at the bottom. The homeowner or one of the Denver Roofers will need to properly set and secure the ladder for the roof inspector. The roofing contractor or homeowner should coordinate with the building department for the roof inspection.
  • As a practice we don’t recommend that anyone install two layers of roofing products. It is our current understanding that Denver still allows for two layers of roofing materials. We recommend against this practice.
  • If your home is an historic landmark you’ll have other considerations and guidelines that need to be adhered to.
  • Repairs that constitute 10% of the roof area require a roof permit.
  • Denver requires specific wind speed requirements based upon the building location. If shingles are tested, comply with and are labeled as ASTM D 7158 it appears that they can be installed anywhere throughout Denver. However, if they’re not an ASTM D 7158 product than I’d recommend that you consult with the building department or ask your Denver roofing contractor to consider applying this product.
  • A solid nailable base is required.
  • Consult with your manufacturer’s installation instructions for acceptable gaps in wood planks. I would highly recommend to every Denver roofer to never install shingles over wood planks. I guarantee you that you’ll be financially liable if you’re ever taken to litigation on whether or not the roofs deck was an acceptable nailable base.
  • Drip edge is required at gutters and exposed roof sheathing.
  • Ice and water shield is not required around the eaves. Ask your Denver roofing company to install ice and water shield, if you’re concerned.
  • Ice and water shield, metal and 90# felt are allowed for closed valley flashing.
  • Metal flashing is the only acceptable open valley flashing.
  • Double felt or ice and water shield is acceptable for low slope 2:12 – 4:12 installation.
  • Wood shakes may still be acceptable for installation in Denver. Check with building department.
  • Mid roof inspection is required for a tile roof.
  • High wind nailing is not a requirement for all areas in Denver. Integrity Roofing and Painting, LLC highly recommends 6-nails per shingle for every location.

Additionally, PPRBD is the overseer of building codes for El Paso County. Permits and inspections are required for the benefit of homeowners and our community. It’s important for roofing contractors to meet a minimum set of standards to produce a reasonable product. It is of our opinion that the roofing codes in El Paso county are minimum standards that must be met. We recommend that every roofing company in Colorado Springs exceed the building code standards to produce a far superior product rather than the minimum standards. Pikes Peak Regional Building Department serves everyone in El Paso County, Palmer Lake, Monument, Manitou Springs, Green Mountain Falls, Fountain and Colorado Springs. A roof inspector from PPRBD will perform a roof inspection after the roof is installed.

Roof Permit is Required

Every roof repair or install that is over one hundred square feet requires a roofing permit. A homeowner can obtain a permit, but in order to do this you will have to meet the following requirements:

  • A homeowner must live at the property.
  • The work must be performed and completed by the homeowner.
  • You will have to have a working knowledge of the roofing codes.
  • Your work will have to pass the roof inspection
  • It is illegal for a homeowner to acquire a roofing permit for someone else. This is particularly dangerous for a property owner for you could be held financially responsible for any injuries and certainly responsible for the quality of the work.

Every contractor that has experience in roofing Colorado Springs residential properties fully understands the necessity of acquiring a roofing permit. The good news is that the permits typically cost around $140. At one time I considered this to be expensive, but now I realize that with all of the work that PPRB has to perform for the inspection this expense is fair and reasonable. The following listed information are some of the requirements necessary for a Colorado roofer to acquire a permit in Colorado Springs, Colorado:

  • The roofing contractor must possess a valid roofing license for the state of Colorado and PPRBD. You can check the preceding link to see if your roofing contractor is register to work in Colorado Springs.
  • This roofing company must go through a vetting process.
  • This Colorado roofing contractor has to be registered with Pikes Peak Regional Building Department.
  • This roofer must be in good standing with PPRBD.
  • Every contractor that is roofing Colorado Springs residential properties must annually update their license with PPRBD.
  • Roof permits are not required to be posted at the property.

What Happens if a Permit is not Acquired?

  • The project will be stopped.
  • Stocking of roofing materials is considered the start of a roof project.
  • A financial penalty will occur.
  • The fine for not obtaining a permit may be three times the expense of the original permit.
  • The sale of the home may be negatively impacted by not obtaining a roof permit.
  • At the time of the sale of the home the property owner would be responsible to pay the fine and than the roof will be inspected. The roof will have to pass inspection before the sale of the home. All areas that the roof has failed on the inspection will have to be corrected and a re-inspection ordered. 

Class A Fire Rated Roofing Materials are Required in Colorado Springs

Underwriter’s Laboratory standard test and measurements have developed testing procedures for rating roofing materials. The good news is that Class A fire rated roof standards are designed to be effective in a severe fire test. With all of the homes in our heavily forested areas it only makes sense to require Class A products. No longer are we allowed to install new wood shake or wood shingles on roofs in Colorado Springs. There are few exceptions to this rule, but overall everyone will not be allowed to install a product that is not Class A. Wood shakes and shingle repairs on an existing residential property can perform a roof repair that totals no more than twenty five percent of the overall roofing surface in a twelve month period. This prevents someone from replacing their entire roof by doing weekly roof repairs that would ultimately culminate in a total wood shake or wood shingle replacement.

Accessory Structures Require Class B Fire Rated Roofs

Detached sheds, garages and barns that are not livable space may install a class B fire rated roof. Please consult with PPRBD to make sure this is still in effect before you allow a Colorado roofer to install a Class B roof on any structure.

Ice and Water Shield Required on Homes that are Above 7000′ Elevation

Because of the threat and reasonable expectation of ice dams and snow loads on roofs that are in elevations higher then 7000′ ice and water shield must be installed. This water proof underlayment is to be installed beginning at the perimeter of the roofs’ eave. The eave is typically where a gutter is installed. The ice and water shield starting at the eave must be installed sufficiently to where it effectively covers to an invisible vertical line that would be two feet to the exterior wall line of the building. (If the property has a history of ice damming and heavy snow loads additional coverage of water proof underlayment would be recommended.)

3-Tab Shingles

  • May 1 – October 31 PPRB allows installation of light weight 3-tab shingles weighing less than 240 pounds per square.
  • Heavy weight 240# class and heavier 3-tab shingles can be installed year around.
  • Of reasonable concern and rightly so is the necessity of warmer days to activate the self sealing adhesive strips, therefore these laws are in effect to protect the public.

Only 1-layer of Roofing Material Allowed

Re-roofing guidelines to the 2009 International Code with RBC Amendments allow for only one layer of roofing materials. The PPRBD code states that new asphalt roof coverings shall not be installed without first removing all existing layers of roof coverings on residential homes.

Roof slope between 2/12 and 4/12 Require Special Attention

  • Traditional requirement is for two layers of ASTM D226 asphalt saturated organic roofing felt installed half lapped or double lapped, please consult manufacturers’ installation procedure for low slope requirement. It’s critical that the half lap is installed correctly to prevent moisture damage, therefore I suggest that you look at the proper installation diagrams before installing.
  • Roofers in Colorado Springs need to consult with PPRBD before installing ice and water shield on these slopes. Approval would be needed before installing IWS.

Asphalt Shingles are NOT Permitted on roof less than 2/12

Any roof slope less than a 2/12 pitch requires installation procedures for flat roofs. If installing an asphaltic modified bitumen roof system a fire rated deck installation may be required. Every roof system must meet Type A fire rating, therefore a sub base of Dens deck or similar material may be needed. Please be sure to do some research before installing the incorrect product that may place someone in jeopardy.

Crickets are NOT Required

Crickets are not required on re-roof projects, however they are required for new construction.

Roof Deck

Some of the older properties in Colorado Springs have spaced planking as the roofing substrate. Code permits gaps between boards to not exceed 1/4″. Code states that 716″ OSB or 3/8″ CDX sheathing is to be installed on existing planking. There are multiple shingle manufacturers of shingles that have stricter guide lines. Integrity Roofing and Painting recommends the more restrictive guidelines, as does International Residential Code and the state that the more restrictive installation shall govern. Certainteed shingles require that any boards are of a nominal thickness of 1″ with a maximum of 6′ wide recommended.

Valleys

Pikes Peak Regional Building Department allows for both open and closed valleys to be utilized in roofing systems.

Roofing Nails

PPRBD guidelines state 4 corrosion resistant nails are required per shingle. Please consult with current guidelines before installing only 4 nails per shingle. Nails are required to penetrate a minimum of 3/4″ into roof sheathing. We recommend 6-nails per shingle for every jurisdiction.
